Policy. It is critical juncture from which the representatives will derive a good idea of the situation.
This welcome to the International Labour Representatives will show them firstly the great unification of oppressed races and classes that has been brought about, secondly the increasing union of the oppressed working classes in England, the United States of America, and other countries with our developing National Revolutionary elements, and thirdly the presence of Indian representatives here will show the genuine grand union of all oppressed races in the world.
We know that the Indians constitute a large race which history shows to have been very powerful in the past. They achieved great things and produced many great men. unite with all oppressed races, but also to unite with all oppressed classes. The onrushes of these modern revolutionary
